Representation of Miami Dade College in its invitation to negotiate (ITN) for the public-private development of 4.5 acres of College-owned property located in the Miami Healthcare District. The solicitation sought an expansion of the College medical campus to include a 170,000 square foot state-of-the-art center for learning and innovation, a 1,450-space parking facility, and a private mixed-use development. We counseled the College in the development and management of the procurement process to select the college's private partner, including issues related to real estate, governmental permitting and environmental compliance, and project financing.  We also counseled the College as to the value to the College of the proposals received as compared to alternative financing and delivery mechanisms, and the College ultimately decided against a P3 delivery model under the ITN.
