Carter N. McDowell Named "Associate of The Year" by Builders Association Of South Florida
Miami, Florida, October 5, 2007 Bilzin Sumberg is pleased to announce that Carter N. McDowell, a partner in the firm's Land Use & Government Relations Group, has been named an "Associate of the Year" by the Builders Association of South Florida (BASF). The award, which this year was shared by Mr. McDowell and Carlos E. Gonzalez, Jr. of SunTrust Banks, Inc., recognizes the recipients contributions to the organization and the building industry.
Mr. McDowell has served as the Building Industry representative on the South Dade Watershed Task Force since the Fall of 2004, representing not only the BASF, but the Latin Builders Association and the industry in general as well. His service on the Task Force concluded in May of 2007, when the final South Miami-Dade Watershed Plan was accepted. The South Dade Watershed Task Force was charged with gathering information to guide land development in the south Miami-Dade watershed for the next 30 years and to assist Everglades restoration efforts.
Using his extensive background in both planning and law, Mr. McDowell established himself as one of the leaders of the Task Force, playing a vital role in advancing the industry's interests and position. During the two and a half years he sat on the Task Force, he attended dozens of meetings and committed many hundreds of hours on behalf of the BASF and the industry. In addition, he manages a robust legal practice in various land use growth management, environmental and administrative law matters.
"Carter is an outstanding attorney whose work has contributed significantly to the BASF, the building industry, the legal profession and the South Florida community," stated Stanley B. Price, Chair of Bilzin Sumberg's Land Use & Government Relations Group.

He regularly advises clients on environmental and permitting issues relating to business and real estate transactions, and in obtaining and negotiating government contracts. He has defended owners and developers against enforcement actions filed under federal, state and local environmental law. A former Director of Building, Zoning, and Community Development, Mr. McDowell has also served as Acting City Manager for the City of South Miami. A frequent lecturer on the topics of land use and environmental law, Mr. McDowell has taught at the University of Miami School of Architecture.
