In September Governor Rick Scott issued an emergency order requiring owners and operators of any installation where there is an incident or discovery of pollution to notify the public.

Public notice must go to regulatory agencies, local government officials, and the public through a combination of written notice, broadcast, newspaper, and email within 24 hours following discovery of the incident. The emergency rule could affect a number of industries in Florida.
