Diana C. Mendez Appointed Council Member for ABA Public Contract Law Section

Miami, FL – Bilzin Sumberg is pleased to announce that Public-Private Partnerships and Government Contracting Partner Diana C. Mendez has been appointed a Council Member of the American Bar Association (ABA) Public Contract Law Section. Diana’s appointment speaks to her exceptional knowledge of the field of public contract law and builds on her long-standing and extensive involvement with the Section. Since 2023, she has served as Co-Chair of the Section’s State and Local Procurement Committee and serves as Vice-Chair of the Steering Committee for the Revision of the Model Procurement Code. In 2023, Diana co-chaired the Section’s Public Procurement Symposium.

The Council serves as the leadership body for the Public Contract Law Section, entailing a highly competitive selection process taking into account each candidate’s history of Section participation, technical qualifications, and legal knowledge, in addition to their ideas for expanding Section membership and effectively carrying out the mission of the Section. The ABA’s Section of Public Contract Law seeks to provide balanced recommendations on procurement policy, provide a forum to engage with fellow professionals across all segments of the procurement industry, and gain insight into and develop unique perspectives on federal, state and local public contract law.

As a member of Bilzin Sumberg's Public-Private Partnerships and Government Contracting teams, Diana counsels real estate developers, infrastructure companies, public utilities, transportation companies, construction firms, information technology companies, healthcare providers, design and engineering firms, and diverse concessionaires on matters involving public administrative, procurement, and transactional law. She advises clients through all phases of the government procurement process, including teaming arrangements, proposal preparation, responsiveness and responsibility review, minority and disadvantaged business enterprise certifications, contract negotiations, administrative bid protests, and bid protest litigation.

Diana’s experience covers some of South Florida’s most complex developments and public-private transactions, including major infrastructure projects, mass transit systems and transportation-related assets, and transit-oriented development. She also represents government contractors, in addition to real estate companies, in administrative bid protest matters across multiple jurisdictions. In 2025, Diana was appointed as Chair of Miami-Dade County’s Special Task Force to Reduce Inefficiencies in Procurement. She is also an active member of both the Florida Bar’s Administrative Law Section and its City, County and Local Government Law Section.
