The bidding, procurement, and performance of government contracts is complex. Through our strong relationships and extensive experience, Bilzin Sumberg's Land Development & Government Relations attorneys work to ease the complexity of the bidding and procurement process, from responding to procurement solicitations through contract negotiation and award, including defending against or prosecuting bid protests. After award, the team routinely represents contractors in connection with contract compliance, including negotiating change orders and contract amendments. Our attorneys routinely represent developers and contractors in complying with the government procurement procedures of various agencies of the U.S. Federal Government, State of Florida, Miami-Dade County and various other counties and cities throughout Florida.

Bilzin Sumberg’s Land Development & Government Relations attorneys have cultivated long-standing relationships with highly qualified experts, consultants, government officials and business leaders in Florida and beyond to help our clients through the bidding and procurement process. Furthermore, many of our attorneys have held positions in government and thus have the diverse experience to help our clients approach bidding and procurement projects in an efficient manner.

Bilzin Sumberg has also been involved in notable Public-Private Partnership projects, including rail and transit facilities, airports, marinas, sports facilities, convention centers, healthcare/life sciences facilities, water and sewer facilities, parking structures and various infrastructure developments, and the team’s experience includes assisting developers comply with the myriad of regulatory requirements applicable to the development of government-owned property, including wage regulations, subcontractor preferences (including MBE, WBE, DBE, and SBE requirements), first-source hiring preferences, art in public places, and public records laws. In recognition of its accomplishments, Bilzin Sumberg has been recognized eight times as a finalist in multiple categories for the P3 Awards over the past 10 years. The prominent and highly competitive award series, hosted by P3 Bulletin, recognizes and rewards the best in public-private partnerships (P3s) across a range of specialties and industries.
