Jennifer E. Fine is an integral part of Bilzin Sumberg’s Affordable Housing & Tax Credit Practice, where she supports developers, investors, and tax-exempt organizations in all aspects of real estate development transactions. She frequently works on transactions financed with low-income housing tax credits under Section 42 of the Internal Revenue Code, tax-exempt bonds, grants, and loans issued by federal, state, and local governmental authorities. She regularly prepares and negotiates purchase and sale agreements for these properties. In addition, Jennifer handles other subsidized and conventional financing, including the negotiation of equity and loan documents for both commercial and multi-family housing developments.

What factors are leading to the increase in mixed-used developments?
Policy makers, planners, and elected officials are encouraging developers to create self-sustaining, walkable cities with street level retail and entertainment engagement options. These live-work-play cities and suburban locales are providing city centers with common areas and a cohesive design that offer residents a small-town feel in Miami’s diverse, growing urban metropolis. Walkability is a major focus to get people out of cars to improve traffic congestion and encourage fitness and wellness.  
Describe how planning and zoning lawyers help their clients navigate local governments?
Our team works closely with local elected officials and the professional staff from planning, public works, and traffic departments, as well as city and county attorneys, to research issues, negotiate agreements, seek approvals, and draft legislation. While the maze of government can be daunting, we serve as project managers to expedite the process and create mutually beneficial developments that the community will embrace. We have had great success clarifying ambiguities in local codes relating to whether a certain use is permitted or considered nonconforming. 
Why is it important for you to be involved in civic and charitable organizations?
Being a Bilzin Sumberg attorney gives me a platform, resources, and access to our community’s most important influencers.  Being involved with different organizations enables me to grow as a person, an attorney, and a community leader. Most importantly, it provides the ability to create an impact on issues that are important to me and make a difference in the community. It’s exciting to meet and work with high-level decision makers and successful businesspeople who share my dedication to our community and get a sneak peek into their exciting new developments before anyone else.
