Bilzin Sumberg's Affordable & Workforce Housing Practice spans the firm’s land development and government relations group and real estate group, in addition to our tax, environmental, and corporate groups, to provide a one-stop-shop for workforce and affordable housing solutions. We represent developers, investors, and tax-exempt organizations in a full range of services across housing transaction types, from project inception to completion. Our services include government procurement, lobbying, environmental due diligence, land use and zoning, construction, financing, and transaction structuring. We also represent lenders that finance affordable and workforce housing developments.

Terry Lovell heads Bilzin Sumberg’s Affordable Housing & Tax Credit Practice. His team has vast experience with the complex real estate financing that underpins many affordable and workforce housing developments. This representation includes counseling clients on transactions financed with low-income housing tax credits under Section 42 of the Internal Revenue Code, tax-exempt bonds, grants, and loans issued by federal, state, and local governmental authorities as well as traditional lender financing.

Javier F. Aviñó heads our heads our Land Use & Zoning Practice. His team shepherds clients through all aspects of the government regulatory approval and permitting process for their affordable and workforce housing projects, including planning and zoning applications, assessment of vested rights, developments of regional impact, development agreements, and land use permitting.

Albert E. Dotson, Jr. heads our Government Contracting and Public-Private Partnerships (P3) Practice. His team counsels clients on the bidding, procurement, and execution of government contracts, whether by traditional public contracting methods or public-private partnership arrangements. Many affordable and workforce housing developments involve P3’s and complex ground lease issues on government-owned land, which the team is adept at handling. The team is also skilled in the defense and challenging of awards through both administrative and judicial proceedings.
