Victoria Llerena Bacallao
Victoria Llerena Bacallao is Of Counsel in Bilzin Sumberg's Land Development & Government Relations Group, where she supports the firm's Live Local practice, helping developers navigate the tax-incentive, exemption, and valuation components central to projects built under Florida's Live Local Act. She joins the firm from the Miami-Dade County Property Appraiser's Office, where she served as Assistant General Counsel, giving her a rare inside view of how local government evaluates and administers the property tax benefits that make Live Local projects viable.
Victoria brings more than a decade of experience in property tax law, valuation disputes, and legislative and regulatory matters. Her firsthand experience defending valuation and exemption determinations now allows her to help developers anticipate how their projects will be assessed and structure approvals to maximize available Live Local tax benefits.
