Bilzin Sumberg Expands Construction Practice, Strengthening End-to-End Real Estate Development Counsel
Miami, FL – Bilzin Sumberg has added attorneys K. Stefan Chin, Alexa Browning and Alessandra Perez to its Construction Law & Litigation Practice Group. With the addition of three new attorneys, the Firm is now home to one of the largest fully integrated construction practices in Florida. The additions further strengthen the Firm’s approach to counseling real estate clients through all facets of real estate development from conception to completion.
Bilzin Sumberg’s Construction practice has expanded steadily since Practice Group Leader Joy Spillis Lundeen, Partner Felix M. Rodriguez, and their team joined the Firm in 2020. Five years later, the practice ranks among the largest of its kind in the state. Attorneys within the group guide developers and property owners in crafting and negotiating construction contracts and handling high-stakes litigation. The team also collaborates with other members of the Firm to guide public-private partnerships, condominium redevelopments, and affordable and workforce housing projects stemming from Florida’s Live Local Act.

Chin joins the Firm as a Partner, bringing more than 20 years of experience in construction law, project risk management and complex litigation. He most recently served as General Counsel for Coastal Construction Group, one of Florida’s largest construction firms. Throughout his career, Chin has been involved in the development of several high-profile infrastructure projects across Florida, including the reconstruction of Interstate-4 in Orlando and Interstate-595 in Broward County.
In his new role, Chin will apply his prior in-house experience at Coastal Construction to clients’ long-term business and legal strategies. He is a Florida Bar Board Certified Construction Law Specialist and a Florida Registered Architect, certified by the National Council of Architectural Registration Boards. Chin earned his bachelor’s degree from the University of Miami and his law degree from Emory University School of Law.
Browning and Perez, both graduates of the University of Miami School of Law and former associates at a global law firm, bring additional depth to the practice, with experience in contract drafting, project oversight and dispute resolution.
